And the following chart:[\/vc_column_text][\/vc_column][\/vc_row][vc_row row_type=&#8221;row&#8221; use_row_as_full_screen_section=&#8221;no&#8221; type=&#8221;full_width&#8221; angled_section=&#8221;no&#8221; text_align=&#8221;left&#8221; background_image_as_pattern=&#8221;without_pattern&#8221; padding_top=&#8221;30&#8243; padding_bottom=&#8221;30&#8243; css_animation=&#8221;&#8221;][vc_column][vc_single_image image=&#8221;18144&#8243; img_size=&#8221;full&#8221; qode_css_animation=&#8221;&#8221;][\/vc_column][\/vc_row][vc_row row_type=&#8221;row&#8221; use_row_as_full_screen_section=&#8221;no&#8221; type=&#8221;full_width&#8221; angled_section=&#8221;no&#8221; text_align=&#8221;left&#8221; background_image_as_pattern=&#8221;without_pattern&#8221; padding_bottom=&#8221;60&#8243; css_animation=&#8221;&#8221;][vc_column][vc_column_text]For more information: WORKFORCE DEVELOPMENT AGENCY <b><a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a><\/b><\/p>\n<p>The above chart stated the regular foreign professionals in Taiwan.<\/p>\n<p><strong>\u00a74(2) \u201cForeign special professional\u201d: \u00a0<\/strong><\/p>\n<p><span style=\"color: #f7323f;\">A Foreign Professional as Referred to in The Preceding Paragraph Who Possesses Special Expertise Needed by The State in Science &amp; Technology, The Economy, Education, Culture, The Arts, Sports and Other Fields, as Announced by The Relevant Authority.<\/span><\/p>\n<p>The \u201cTalent Act\u201d recruitment policy is mainly focused on the special professionals &#8211; different from the professionals described in the chart above &#8211; who has been endorsed in the fields that are designated by the government of Taiwan.<\/p>\n<p>Although the definition is not yet released, we still can tell from the newsletter released <b><a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a><\/b> by the National Development Council:<\/p>\n<p>1. Compensation reach-up to certain among as the foreign professionals (regular) in Taiwan.<br \/>\n2. Endorsed or recommended by the Academia Sinica, ITRI, or through the MOU of technology, international trade, and Academic research.<br \/>\n3. Be hired as President or Manager of the research center, operation headquarter, or global company.<br \/>\n4. Academicians.<br \/>\n5. Exceptional talents in the field of technology, E-commerce, new-material, digital marketing, green energy, and Tech-management.<br \/>\n6. Other talents in technology, economic, education, art, culture, sports or special know-how who is an emerging leader in the field that the government would like to recruit.<\/p>\n<p>For those among foreign professionals who match the specified criteria for eligibility as \u201cforeign special professionals\u201d, the following work incentives are offered <b><a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a><\/b>:<\/p>\n<p><strong>\u2022<\/strong>\u00a0Issuance of Employment\u00a0<strong>Gold Card<\/strong>: Foreign special professionals who plan to engage in professional work in Taiwan may apply to the NIA to be issued with a 4-in-1 Employment Gold Card (personal employment pass) that combines work permit, resident visa, ARC and re-entry permit. This will be valid for 1 to 3 years, and when it expires, the holder can apply for its renewal. This Employment Gold Card gives the holder the fullest convenience in freely seeking, taking up and changing employment. (Article 8)<\/p>\n<p><strong>\u2022\u00a0Longer duration<\/strong>\u00a0for foreign special professionals\u2019 work permits: The maximum duration of work permits for foreign special professionals taking up employment in Taiwan is extended from 3 years to 5 years, and an extension can be applied for at its expiration. (Article 7)<\/p>\n<p><strong>\u00a74(3) \u201cForeign senior professional\u201d:<\/strong><\/p>\n<p><span style=\"color: #f7323f;\">\u201cForeign Senior Professional\u201d Means A Senior Professional Needed by The State as Prescribed In Article 25 Paragraph 3 Subparagraph 2 of The Immigration Act.<\/span><\/p>\n<p>Senior professional needed by Taiwan as prescribed in Article 25 Paragraph 3 Subparagraph 2 of the Immigration Act. It would, for example, include one who possessed unique capability in the R&amp;D or management of a special technology or S&amp;T institution, one who possessed special ability in some aspect of science, research, industry or commerce, and a winner of an award or distinction in an international competition (ex: the Olympics). This would reserve for only a handful of persons and the standards are listed in the\u00a0<strong>Plum Blossom Card<\/strong>\u00a0<b><a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a><\/b>.[\/vc_column_text][\/vc_column][\/vc_row][vc_row row_type=&#8221;row&#8221; use_row_as_full_screen_section=&#8221;no&#8221; type=&#8221;full_width&#8221; angled_section=&#8221;no&#8221; text_align=&#8221;left&#8221; background_image_as_pattern=&#8221;without_pattern&#8221; background_color=&#8221;#ffffff&#8221; padding_top=&#8221;60&#8243; padding_bottom=&#8221;30&#8243; css_animation=&#8221;&#8221;][vc_column][vc_column_text]<span style=\"color: #000000; font-size: 20px;\">STRUCTURE OF THE ACT<\/span>[\/vc_column_text][\/vc_column][\/vc_row][vc_row row_type=&#8221;row&#8221; use_row_as_full_screen_section=&#8221;no&#8221; type=&#8221;full_width&#8221; angled_section=&#8221;no&#8221; text_align=&#8221;left&#8221; background_image_as_pattern=&#8221;without_pattern&#8221; background_color=&#8221;#ffffff&#8221; padding_bottom=&#8221;60&#8243; css_animation=&#8221;&#8221;][vc_column][vc_single_image image=&#8221;18145&#8243; img_size=&#8221;full&#8221; qode_css_animation=&#8221;&#8221;][\/vc_column][\/vc_row][vc_row row_type=&#8221;row&#8221; use_row_as_full_screen_section=&#8221;no&#8221; type=&#8221;full_width&#8221; angled_section=&#8221;no&#8221; text_align=&#8221;left&#8221; background_image_as_pattern=&#8221;without_pattern&#8221; padding_top=&#8221;60&#8243; padding_bottom=&#8221;30&#8243; css_animation=&#8221;&#8221;][vc_column][vc_column_text]<span style=\"color: #000000; font-size: 20px;\">OTHER FEATURES<\/span>[\/vc_column_text][\/vc_column][\/vc_row][vc_row row_type=&#8221;row&#8221; use_row_as_full_screen_section=&#8221;no&#8221; type=&#8221;full_width&#8221; angled_section=&#8221;no&#8221; text_align=&#8221;left&#8221; background_image_as_pattern=&#8221;without_pattern&#8221; padding_top=&#8221;15&#8243; padding_bottom=&#8221;60&#8243; css_animation=&#8221;&#8221;][vc_column][vc_column_text]<strong>Work Permit<\/strong><\/p>\n<p>\u2022 \u00a7 5: the Foreign teacher shall apply for a permit to the Ministry of Education.<br \/>\n\u2022 \u00a7 6: Opening for professional work as a\u00a0<em>buxiban<\/em>(cram school) teacher.<br \/>\n\u2022 \u00a7 10: Professional works as an\u00a0<strong><em>artist<\/em><\/strong>may, without applying through an employer, apply directly to the Ministry of Labor for a permit.<\/p>\n<p><strong>Permanent Residency<\/strong><\/p>\n<p>\u2022 The &#8220;Talent Act&#8221; set out the 5 years working permit which adapts to the &#8220;183 days\/ 5 years&#8221; requirement for applying Taiwan PR.<br \/>\n\u2022 \u00a7 18: Foreign Pro. who has obtained the PR will no longer have to stay in Taiwan for more than 183 days\/year in order to keep the PR.<\/p>\n<p><strong>Benefits<\/strong><\/p>\n<p>\u2022 \u00a7 11, 12: Foreign Pro who has obtained the PR may enjoy the\u00a0<strong>retirement pension system<\/strong>in Taiwan.<br \/>\n\u2022 \u00a7 14: Spouse and minor children who have obtained the residence should participate in\u00a0<strong>National Health Insurance<\/strong>.[\/vc_column_text][\/vc_column][\/vc_row][vc_row row_type=&#8221;row&#8221; use_row_as_full_screen_section=&#8221;no&#8221; type=&#8221;full_width&#8221; angled_section=&#8221;no&#8221; text_align=&#8221;left&#8221; background_image_as_pattern=&#8221;without_pattern&#8221; background_color=&#8221;#ffffff&#8221; padding_top=&#8221;60&#8243; padding_bottom=&#8221;30&#8243; css_animation=&#8221;&#8221;][vc_column][vc_column_text]<span style=\"color: #000000; font-size: 20px;\">INSIGHTS<\/span>[\/vc_column_text][\/vc_column][\/vc_row][vc_row row_type=&#8221;row&#8221; use_row_as_full_screen_section=&#8221;no&#8221; type=&#8221;full_width&#8221; angled_section=&#8221;no&#8221; text_align=&#8221;left&#8221; background_image_as_pattern=&#8221;without_pattern&#8221; background_color=&#8221;#ffffff&#8221; padding_bottom=&#8221;60&#8243; css_animation=&#8221;&#8221;][vc_column][vc_column_text]The Taiwanese government is eager for foreign talents to come to Taiwan recently, but the recruitment policy before was outdated. Thus, this new \u201cTalent Act\u201d can be regarded as the step-one for the policy of foreign white-collar workers.<\/p>\n<p>However, this recruitment policy is similar to the \u201c<a href=\"https:\/\/www.gov.uk\/tier-1-exceptional-talent\">Tier 1 Visa<\/a>\u201d (Exceptional Talent) of the UK, rather than H-1B Visa of the USA. According to the Evaluation Report made by the National Development Council, the \u201cTalent Act\u201d is mainly focus on the \u201cSpecial Professionals\u201d. And regarding the standards for the category of \u201cSpecial\u201d, less than 2% of all the foreign white-collar workers in Taiwan would be able to meet the standard <b><a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a><\/b>. As a result, a regular foreign professional would only benefit from the Talent Act who has already possessed the Permanent Residency in Taiwan.<\/p>\n<p>Fortunately, there are expected to have more policies on foreigner white-collar workers in Taiwan in the coming years.
