178\/2002\uff09\uff1a\u8a72\u689d\u4f8b\u8d77\u8349\u65bc20\u4e16\u7eaa90\u5e74\u4ee3\u672b\uff0c\u7576\u6642\u6b50\u76df\u767c\u751f\u4e86\u4e00\u7cfb\u5217\u98df\u54c1\u5b89\u5168\u4e8b\u4ef6\u3002\u5982\u4eca\u8a72\u689d\u4f8b\u662f\u6b50\u6d32\u98df\u54c1\u548c\u98fc\u6599\u6cd5\u7684\u57fa\u790e\uff0c\u5176\u898f\u5b9a\u4e86\u98df\u54c1\u548c\u98fc\u6599\u5b89\u5168\u4e8b\u9805\u6c7a\u7b56\u7684\u4e00\u822c\u539f\u5247\u3001\u8981\u6c42\u548c\u7a0b\u5e8f\uff0c\u8986\u84cb\u4e86\u98df\u54c1\u548c\u98fc\u6599\u751f\u7522\u53ca\u92b7\u552e\u7684\u5404\u500b\u968e\u6bb5\u3002<\/p><\/blockquote>\n<p><strong>\u4e3b\u7ba1\u90e8\u9580<\/strong><\/p>\n<blockquote><p><strong>\u6b50\u6d32\u98df\u54c1\u5b89\u5168\u5c40<\/strong>\uff08EFSA\uff09\uff1a\u5176\u70ba\u7531\u6b50\u76df\u98df\u54c1\u689d\u4f8b\u8a2d\u7acb\u7684\u7368\u7acb\u6a5f\u69cb\uff0c\u8ca0\u8cac\u63d0\u4f9b\u6709\u95dc\u5b89\u5168\u554f\u9898\u7684\u79d1\u5b78\u5efa\u8b70\u548c\u652f\u6301\u3002<\/p><\/blockquote>\n<\/div>\n<\/div>\n<div>\n<div>\n<p>&nbsp;<\/p>\n<h3><strong>II. \u65b0\u578b\u98df\u54c1<sup>1<\/sup><\/strong><\/h3>\n<p>\u65b0\u578b\u98df\u54c1\u662f\u6307\u57281997\u5e745\u670815\u65e5\u5373\u7b2c\u4e00\u90e8\u95dc\u65bc\u65b0\u578b\u98df\u54c1\u7684\u6cd5\u898f\u751f\u6548\u4e4b\u524d\uff0c\u672a\u5728\u6b50\u76df\u88ab\u5ee3\u6cdb\u98df\u7528\u7684\u98df\u54c1\u3002\u76ee\u524d\u5728\u6b50\u76df\u4e3b\u8981\u6709\u5169\u500b\u95dc\u65bc\u65b0\u578b\u98df\u54c1\u7684\u7533\u8acb\u7a0b\u5e8f\uff1a<\/p>\n<p><strong>\u65b0\u578b\u98df\u54c1\u6388\u6b0a\u7533\u8acb<\/strong><\/p>\n<blockquote><p>&#8211;\u00a0\u7533\u8acb\u4eba\u5411\u6b50\u76df\u59d4\u54e1\u6703\u7dda\u4e0a\u63d0\u4ea4\u6388\u6b0a<strong>\u7533\u8acb\u66f8<\/strong><\/p>\n<p>&#8211;\u00a0\u5982\u679c\u65b0\u578b\u98df\u54c1\u53ef\u80fd\u5c0d\u4eba\u985e\u5065\u5eb7\u7522\u751f\u5f71\u97ff\uff0c\u6b50\u6d32\u98df\u54c1\u5b89\u5168\u5c40\u5c07\u9032\u884c<strong>\u98a8\u96aa\u8a55\u4f30<\/strong><\/p>\n<p>&#8211;\u00a0\u6b50\u76df\u59d4\u54e1\u6703\u5411\u690d\u7269\u3001\u52d5\u7269\u3001\u98df\u54c1\u548c\u98fc\u6599\u5e38\u8a2d\u59d4\u54e1\u6703\u63d0\u4ea4\u6388\u6b0a\u65b0\u578b\u98df\u54c1\u4e0a\u5e02\u548c\u66f4\u65b0\u76f8\u95dc\u540d\u55ae\u7684<strong>\u5be6\u65bd\u8349\u6848<\/strong><\/p>\n<p>&#8211;\u00a0\u5728\u5e38\u8a2d\u59d4\u54e1\u6703\u6279\u51c6\u8349\u6848\u4e4b\u5f8c\uff0c\u8a72\u65b0\u578b\u98df\u54c1\u4fbf\u53ef\u4ee5\u5408\u6cd5\u5730\u9032\u5165\u6b50\u76df\u5e02\u5834<\/p><\/blockquote>\n<p><strong>\u7b2c\u4e09\u570b\u50b3\u7d71\u98df\u54c1\u7533\u8acb<\/strong><\/p>\n<blockquote><p>&#8211;\u00a0\u7533\u8bf7\u4eba\u5411\u6b50\u76df\u59d4\u54e1\u6703\u7dda\u4e0a\u63d0\u4ea4<strong>\u6388\u6b0a\u7533\u8acb\u66f8<\/strong><\/p>\n<p>&#8211;\u00a0\u6b50\u76df\u59d4\u54e1\u6703\u8a55\u4f30\u7533\u8acb\u7684\u6709\u6548\u6027\u548c\u5b8c\u6574\u6027\uff0c\u4e26\u5c07\u7533\u8acb<strong>\u8f49\u4ea4<\/strong>\u7d66\u6b50\u76df\u6210\u54e1\u570b\u548c\u6b50\u6d32\u98df\u54c1\u5b89\u5168\u5c40<\/p>\n<p>&#8211;\u00a0\u6b50\u76df\u59d4\u54e1\u6703\u5982\u679c\u6ca1\u6709\u6536\u5230\u6709\u5145\u5206\u7406\u7531\u7684<strong>\u5b89\u5168\u53cd\u5c0d\u610f\u898b<\/strong>\uff0c\u5247\u5c07\u6388\u6b0a\u8a72\u50b3\u7d71\u98df\u54c1\u5728\u6b50\u76df\u5e02\u5834\u4e0a\u92b7\u552e\u4e26\u66f4\u65b0\u76f8\u95dc\u540d\u55ae<\/p><\/blockquote>\n<\/div>\n<\/div>\n<div>\n<div>\n<p>&nbsp;<\/p>\n<h3><strong>III. \u98df\u54c1\u6a19\u7c64<\/strong><\/h3>\n<p>\u5411\u6d88\u8d39\u8005\u63d0\u4f9b\u98df\u54c1\u4fe1\u606f\u7684\u689d\u4f8b\uff08Regulation (EC)1169\/2011\uff09\u898f\u5b9a\u4e86\u7ba1\u7406\u98df\u54c1\u4fe1\u606f\u7684\u4e00\u822c\u539f\u5247\u3001\u8981\u6c42\u548c\u8cac\u4efb\uff0c\u5c24\u5176\u898f\u5b9a\u4e86\u98df\u54c1\u6a19\u7c64\u76f8\u95dc\u554f\u984c\u3002<\/p>\n<p>\u70ba\u4e86\u9032\u4e00\u6b65\u843d\u5be6\u201c\u5f9e\u8fb2\u5834\u5230\u9910\u684c\u6230\u7565\u201d\u548c\u201c\u6b50\u6d32\u6230\u52dd\u764c\u75c7\u8a08\u756b\u201d\uff0c\u6b50\u76df\u59d4\u54e1\u6703\u6b63\u5728\u9032\u884c\u4e00\u9805\u8207\u4fee\u8a02\u5411\u6d88\u8d39\u8005\u63d0\u4f9b\u98df\u54c1\u4fe1\u606f\u7684\u689d\u4f8b\u6709\u95dc\u7684<strong>\u5f71\u97ff\u8a55\u4f30<\/strong>\u3002\u8a72\u5f71\u97ff\u8a55\u4f30\u65e8\u5728\u5206\u6790\u6bd4\u8f03\u4e0d\u540c\u653f\u7b56\u7684\u6f5b\u5728\u5f71\u97ff\uff0c\u4ee5\u78ba\u5b9a\u80fd\u5be6\u73fe\u7e3d\u9ad4\u76ee\u6a19\u7684\u9996\u9078\u65b9\u6848\u3002\u76ee\u524d\u91dd\u5c0d\u6b64\u6b21\u4fee\u8a02\u6709 \u5982\u4e0b\u63d0\u8b70\uff1a<\/p>\n<ul>\n<li>\u5f15\u5165\u7edf\u4e00\u7684<strong>\u5f37\u5236\u6027\u98df\u54c1\u5305\u88dd\u6b63\u9762\u6a19\u8a8c\u71df\u990a\u6a19\u7c64<\/strong>\uff0c\u4e26\u5236\u5b9a<strong>\u71df\u990a\u7d20\u5206\u6790\u6a19\u6e96<\/strong><\/li>\n<li>\u64f4\u5927\u9700\u8981<strong>\u5f37\u5236\u8aaa\u660e\u539f\u7522\u5730<\/strong>\u4fe1\u606f\u7684\u7522\u54c1\u7bc4\u570d<\/li>\n<li>\u4fee\u8a02<strong>\u65e5\u671f\u6a19\u8a8c<\/strong>\u7684\u898f\u5247\uff08\u201c\u6b64\u65e5\u671f\u524d\u4f7f\u7528\u201d\u548c\u201c\u6700\u4f73\u65e5\u671f\u201d\uff09<\/li>\n<li><strong>\u5f3a\u5236\u8aaa\u660e<\/strong>\u6240\u6709\u542b\u9152\u7cbe\u98f2\u54c1\u7684<strong>\u6210\u5206<\/strong>\u548c<strong>\u71df\u990a<\/strong>\u6e05\u55ae<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<div>\n<div>\n<p>&nbsp;<\/p>\n<h3><strong>IV.\u00a0<\/strong><strong>\u98df\u54c1\u548c\u98fc\u6599\u5feb\u901f\u9810\u8b66\u7cfb\u7edf<\/strong><\/h3>\n<p>\u5275\u5efa\u65bc1979\u5e74\u7684\u98df\u54c1\u548c\u98fc\u6599\u5feb\u901f\u9810\u8b66\u7cfb\u7edf\uff08RASFF\uff09\u4f7f\u6b50\u76df\u6210\u54e1\u570b\u5404\u81ea\u7684\u98df\u54c1\u5b89\u5168\u5c40\u3001\u6b50\u76df\u59d4\u54e1\u6703\u3001\u6b50\u6d32\u98df\u54c1\u5b89\u5168\u5c40\u7b49\u6a5f\u69cb\u4e4b\u9593\u80fd\u5920\u9ad8\u6548\u5171\u4eab\u4fe1\u606f\u3002\u8a72\u7cfb\u7edf\u63d0\u4f9b24\u5c0f\u6642\u670d\u52d9\u4ee5\u78ba\u4fdd\u76f8\u95dc\u4eba\u54e1\u80fd\u767c\u9001\u3001\u63a5\u6536\u548c\u56de\u61c9<strong>\u7dca\u6025\u901a\u77e5<\/strong>\uff0c\u907f\u514d\u4e86\u5f88\u591a\u53ef\u80fd\u5c0d\u6b50\u6d32\u6d88\u8d39\u8005\u9020\u6210\u5371\u5bb3\u7684 \u98df\u54c1\u5b89\u5168\u98a8\u96aa\u3002<\/p>\n<p>\u4f8b\u5982\uff0c\u57282021\u5e74\uff0c\u6cd5\u570b\u5169\u6b21\u5411\u6b50\u76df\u59d4\u54e1\u6703\u767c\u51fa\u8b66\u544a\u4f7f\u5f97\u98df\u54c1\u548c\u98fc\u6599\u9810\u8b66\u7cfb\u7edf\u767c\u73fe\u4e86\u9055\u6cd5\u884c\u70ba\u30022021\u5e746\u6708\uff0c\u6cd5\u570b\u8b66\u544a\u767c\u73fe\u4e86\u5f9e\u5370\u5ea6\u975e\u6cd5\u9032\u53e3\u7684\u5e7e\u6279\u8f49\u57fa\u56e0\u7c98\u7c73\u7c89\u30022021\u5e748\u6708\uff0c\u6cd5\u570b\u5728\u98df\u54c1\u548c\u98fc\u6599\u5feb\u901f\u9810\u8b66\u7cfb\u7edf\u7db2\u7ad9\u4e0a\u63d0\u4ea4\u4e86\u6709\u95dc\u9019\u6279\u5927\u7c73\u7684\u7b2c\u4e8c\u6b21\u8b66\u544a\u3002\u76f8\u95dc\u90e8\u9580\u9032\u4e00\u6b65\u767c \u73fe\u6709\u4e94\u767e\u5678\u5370\u5ea6\u8f49\u57fa\u56e0\u5927\u7c73\u5728\u8af8\u591a\u570b\u5bb6\u88ab\u7528\u65bc\u88fd\u4f5c\u746a\u6c0f\u516c\u53f8\u7684\u7cd6\u679c\u7b49\u98df\u54c1\u3002\u6700\u7d42\uff0c\u5728\u6b50\u76df\u92b7\u552e\u7684\u76f8\u95dc\u7522\u54c1\u5747\u88ab\u53ec\u56de\u3002<sup>2<\/sup><\/p>\n<p>\u7e3d\u800c\u8a00\u4e4b\uff0c\u6b50\u76df\u6709\u8457\u6975\u5176\u56b4\u683c\u7684\u98df\u54c1\u5b89\u5168\u6a19\u6e96\uff0c\u4f01\u696d\u5728\u6b50\u6d32\u958b\u62d3\u5e02\u5834\u524d\uff0c\u61c9\u5145\u5206\u4e86\u89e3\u5176\u76f8\u95dc\u7fa9\u52d9\u4ee5\u9075\u5b88\u5408\u898f\u8981\u6c42\u3002ASIALLIANS\u5718\u968a\u5c0d\u6b50\u6d32\u7684\u98df\u54c1\u6cd5\u6709\u6df1\u5165\u7684\u4e86\u89e3\uff0c\u4e26\u5728\u5fc5\u8981\u6642\u8207\u77e5\u540d\u7684\u5c08\u696d\u5f8b\u5e2b\u4e8b\u52d9\u6240\u5408\u4f5c\uff0c\u53ef\u5728\u6b50\u76df\u9ad4\u7cfb\u4e0b\u63d0\u4f9b\u591a\u65b9\u9762\u7684\u6cd5\u5f8b\u670d\u52d9\uff0c\u5982\u65b0\u578b\u98df\u54c1\u6388\u6b0a\u7533 \u8acb\u3001\u722d\u8b70\u89e3\u6c7a\u3001\u5e38\u898f\u8aee\u8a62\u7b49\u3002\u5982\u9700\u66f4\u591a\u8a73\u60c5\uff0c\u8acb\u806f\u7e6b\u6211\u5011\uff1a<a
